Only one GCD per macro. Kick is off the GCD so you can stick it in as many times as you want.
I assume this macro is intended to Kick a random person near you and not some sort of insane bug that lets you cast Kick five times instantly?

Correct, it's only one person and there's no cap on non GCD stuff.
Been using this without the last line (the kick on target) as my focus kick macro. (If you're focus is the mage but you run past a lock you can use the same bind)

Does
/cast (target=Arena1) Kick
work? If it does, that seems like it would be a much more elegant solution. Also, I think targetlasttarget there at the end would set you to Arena Opponent 2, regardless of who you had targetted originally, right?

Yes you can arena1 target inside a cast BUT if the cast fails you simply target arena1 and do nothing. And you can't easily test if you failed or succeeded so it's better to just target and retarget.
